2017 March 7th Minutes


The Round Lake City Council met in regular session on Tuesday, March 7th, 2017 at 6:15pm at City Hall. Council members present were: Paul Cunningham, Court Baumgard, Walon Habben (arrived at 6:22pm), Gary Larson and Mayor, Doug Knuth. Also present were Scott Reimer from Federated Rural Electric, Deputy Brian Steffens, Derek Nelson and Clerk, Elaine Walker.

Meeting was called to order at 6:17pm by Mayor Doug Knuth.

Additions to the Agenda – Worthington Bio postcard that arrived in the mail, 2 firemen applications.

Motion by Baumgard, second by Cunningham to approve the agenda and the additions to the agenda. All ayes: Carried.

Motion by Larson, second by Habben to approve minutes from February 8th meeting. All ayes: Carried.

Motion by Larson, second by Habben to approve the bills and receipts as presented. All ayes: Carried.

Scott Reimer representing Federated Rural Electric, presented a check for $190,000.00 to Mayor Knuth and the final paperwork for the loan was signed by Mayor Knuth and Clerk Elaine Walker. This money will be used to purchase the new fire truck that will be done sometime this summer. The chassis will be finished late March, early April and payment is required before they outfit it for the Round Lake Fire Department. Anticipated delivery will be in June or July, 2017.

Deputy Steffens wanted to know if the Council plans to continue the junk car monitoring in the City. They indicated that yes, it was still in effect. Deputy Steffens said, as the weather gets warmer, they will be looking for violations to this ordinance.

Motion by Habben, second by Larson to have Spring Cleanup on Tuesday, April 25th with the same pricing as last year. Electronics will need stickers that can be purchased at City Hall for $20 per item. All ayes: Carried.

Motion by Larson, second by Baumgard approve Resolution No. 2017-03-07 – Adopting the MN General Records Retention Schedule for Cities. All ayes: Carried.

Motion by Habben, second by Cunningham to approve the building permit for Betty Christensen. She will be removing her sidewalk in front of the house and does not plan to put a new one in. She will be seeding the area and returning it to grass. She also plans to put in a cement driveway. All ayes: Carried.

Council reviewed bids to install new heating/cooling units for the current City Hall/Council Chambers. Council requested more information and tabled discussion until next meeting.

Motion by Larson, second by Cunningham to approve Habben and Baumgard as members of the Safety Committee. This committee will meet with City employees to discuss needs as they come up. All ayes: Carried.

Motion by Larson, second by Baumgard to approve the plan with Nobles County to have bituminous work done in Round Lake when they are in the area and omit the work on Mini Street for the 2017 season, saving approximately $13,000.00 of the $41,976.80 for work that was put in the plan for 2017. Work needs to be done on the drainage of the alley prior to resurfacing Mini Street. All ayes: Carried.

SW MN Broadband update from Mayor Knuth – they are working on new cost figures for the packages and will update at the next meeting. Discussion continues regarding the IPTV upgrade.

Bruce Bentele was at the Waste Water Conference so was not in attendance.

Derek Nelson – Gas inspections went well. He will be attending the Gas Safety Conference at Kragen’s Resort on April 17th – 20th this year.

Elaine Walker – Excited to be attending the Clerk’s Conference in Welch, MN on March 14th – 17th.

Mike Smith, Fire Chief informed Clerk Walker that they have 2 new applicants and they interviewed them at the meeting on Monday, March 6th. He would like to ask the Council for permission to do the background checks. Clerk was instructed to get the proper paperwork from the applicants and send it to the MN Bureau of Criminal Apprehension.

Worthington Bio postcard is invitation to Dayton House Social on April 5th, 2017 at 5:30-7:30pm from the Worthington Regional Development Corporation. Clerk Walker mentioned it for Council to consider attending.

Board of Review will be on Tuesday, April 25th, 2017 at 9:00am at City Hall.

Next Council Meeting will be on Wednesday, April 12th, 2017 at 6:15pm.
