2017 April 12th Minutes


The Round Lake City Council met in regular session on Wednesday, April 12th, 2017 at 6:15pm at City Hall. Councilmembers present were: Paul Cunningham, Court Baumgard, Walon Habben, Gary Larson and Mayor, Doug Knuth. Also present were Eugene & Melanie Cleland, Derek Nelson, Bruce Bentele and Clerk, Elaine Walker.

Meeting was called to order at 6:16pm by Mayor Doug Knuth.

Additions to the Agenda – Marvin Soulek building a patio, Nobles County letter regarding Pre-Construction, Maguire Iron, Inc., Southwest MN Broadband Services & Abraham Algadi.

Motion by Habben, second by Cunningham to approve the agenda and the additions to the agenda. All ayes: Carried.

Motion by Larson, second by Baumgard to approve the minutes from March 7th Council Meeting. All ayes: Carried.

Motion by Baumgard, second by Cunningham to approve the bills and receipts as presented. All ayes: Carried.

Building Permits:

Gayle Huehn – 32×40 shed on 401 Margaret Street, plans stated that height would be 15’6” and council denied due to residential height limit of 15’.

Debra Sanns – 18×21 garage on 167 1st Avenue, motion by Larson, second by Cunningham to approve based on building permit application. All ayes: Carried.

Heath/April Junge – 24×28 two stall garage on 417 Margaret Street, motion by Baumgard, second by Larson to approve based on building permit application. All ayes: Carried.

Dennis Bucholz – 10×20 addition to current shed toward the alley, motion by Larson, second by Cunningham to approve based on building permit application. All ayes: Carried.

Mike/ Elaine Walker – continue 8’ fence around West side of property to back of the garage, requested to put it on the lot line, council tabled until further planning is done.

Motion by Baumgard, second by Habben to approve the transfer of funds from the Pit Stop/Lottery account at United Prairie in the sum of $5,884.10, as suggested by the auditor, to the general account. Barb at United Prairie said there was no need for a resolution, Clerk Elaine Walker can give them permission to move funds from one account to another. Account will be closed once the funds are transferred. All ayes: Carried.

Motion by Baumgard, second by Larson to allow credit for late charges for resident who is always current on utility bills, claims he didn’t receive the billing for March. All ayes: Carried.

Motion by Larson, second by Baumgard to approve BTU proposal to update the heating and air conditioning in City Hall/Shop. The proposal has exposed duct system and 80,000 BTU Trane furnace and 3 Ton Trane Air Conditioner. All ayes: Carried.

Bruce Bentele – Got quotes on road repair products that will be used to fix cracks and potholes on the streets of Round Lake. Motion by Habben, second by Larson to purchase one pallet of road patch and 2 drums of crack filler with Tar pot, cart and V-shaped crack filling squeegee. All ayes: Carried.

Motion by Baumgard, second by Habben to approve the 9 year contract with Maguire Iron, Inc. the company that is currently inspecting and cleaning the water tower. Contract will be to fix, power wash and paint water tower in 2017 and then every two years inspect and repair when needed until 2025. All ayes: Carried.

Marvin Soulek submitted building permit for wooden patio plans for his backyard. Council will keep on file, but no building permit was required for this project.

May 10th will be final deadline for contractors to submit bids to repair City Hall and Shop exterior. We have had multiple contractors here to measure but only one submitted a quote as of today’s meeting.

Mayor, Knuth talked to Abraham Algadi regarding plans that he has to work on housing grants for repairs to existing homes in Round Lake. He will be contacting other small communities in our area also. More information will be coming.

Southwest Minnesota Broadband Services are reworking the numbers for the possible IPTV expansion. Other options may be available.

Nobles County will be having a pre-construction meeting on April 26th prior to the street projects that will take place this summer. Bruce will be attending.

Desiree Junker has joined the Fire Department and her background check came back with no issues. Clerk, Elaine let Fire Chief Mike Smith know.

Board of Review will be at City Hall on Tuesday, April 25th, 2017 at 9:00am.

Spring Clean-Up will also be April 25th and will be done as it was last year by Schaap Sanitation.

There will be a Special Council Meeting on Tuesday, April 25th, 2017 at 7:45am, on site, to discuss Minnie Street and alley drainage between 1st and 2nd Avenues.

May Council meeting will be Wednesday, May 10th, 2017 at 6:15pm.

City Hall will be closed for the Memorial Day holiday on Monday, May 29th, 2017.

Motion by Habben, second by Cunningham to adjourn. All ayes: Carried. Meeting adjourned at 8:42pm.
