2017 May 10th Meeting Minutes


The Round Lake City Council met in regular session on May 10th, 2017 at 6:15pm at City Hall.

Councilmembers present were Paul Cunningham, Walon Habben, Gary Larson and arriving late was Court Baumgard. Others present were Deputy Seth Jacoby, Bruce Bentele, Derek Nelson, Kurt Lintelman, Melanie Cleland, Tim Kennedy and Clerk Elaine Walker.

Meeting was called to order at 6:15pm by Mayor Doug Knuth.

Motion by Habben, second by Larson to approve additions to the agenda (which were weed complaints from residents and the ball diamond) and the agenda. All ayes: Carried.

Motion by Larson, second by Baumgard to approve the Minutes from April 12th meeting, April 25th Special meeting and April 25th Board of Review. All ayes: Carried.

Motion by Habben, second by Cunningham to approve the bills and receipts as presented. All ayes: Carried.

Eugene and Melanie Cleland would like the City to expand the culvert roughly 40’ along alley and allow them to bring black dirt in to fill the dip in the yard. Council requires them to get land surveyed to show where their lot lines are, the City right of way is 66’ for Minnie Street and they need to know where their lot line is in order to move forward with changing where the culvert is. Council instructed them to have drainage company give them estimate on work they want to do in the backyard. They cannot change the flow of the water coming from 1st Ave, the alley and 2nd Ave. Tabled until more research is done.

Mike & Elaine Walker building permit to extend 8’ fence along West side of yard. Motion by Baumgard, second by Larson to approve, fence will be 2’ from property line. All ayes: Carried.

Bids to update outside of City Hall. Only one contractor returned a bid for the updates needed to City Hall. After 11 different contractors were contacted over the past 3 months and only one responded with a bid, Council decided to consider the bid from Walker Custom Siding, Inc. After discussion, Motion by Larson, second by Habben to approve bid as follows: Office Roof – $4,936.75, Office exterior walls w/Versetta Stone – $13,275.00, Office Soffit – $650.00, Main Shop Roof – $16,941.37, Main Shop Walls – $17,182.24 and any rotten wood replacement will be extra cost to the City. 8 year warranty on labor, the steel and Versetta Stone carry their own warranties. All ayes: Carried.

Tim Kennedy building permit for Four Season Porch added to front of house to replace current deck. Motion by Larson, second by Habben. All ayes: Carried.

Barb Hovde put in a request to have City replace the evergreen trees that were removed on City property due to highline wire interference and ice storm damage. Jerry Wood has 10 trees that need to be moved ranging in height from 3’-6’ tall. Council determined that City would not replace the trees. She can put them on her property or the City property as long as they don’t interfere with the powerlines. Motion by Baumgard, second by Larson. All ayes: Carried.

Rachel Flora building permit to build shed on gravel pad behind house, movable building. Motion by Habben, second by Cunningham. All ayes: Carried.

Motion by Habben, second by Larson to reinvest CD maturing May 15th, for $99,000.00. All ayes: Carried.

Resolution #2017-05-10 – A Resolution Supporting Local Decision-Making Authority. Motion by Larson, second by Cunningham to approve. All ayes: Carried.

Motion by Baumgard, second by Larson to approve renewal of contract with Terry Pigman to continue as the City’s Assessor for 2018 at an annual cost of $2,500.00. All ayes: Carried.

Bruce Bentele – Looking into lift station repairs and wanted to get Council approval to get bids on what needs to be done so that we don’t have to keep pumping money into it each year. Council approved him looking into options for the repairs.

Elaine Walker – provided two options for the new council chamber chairs, prices were more than Council was wanting to spend. Will go back to suppliers and get more quotes.

Deputy Seth Jacoby – just wanted to observe council meeting. He did ask about junk car ordinance, Clerk Elaine will forward to him via email.

Resident complained about neighbor’s lack of weed control and asked if that is something the City can help with. Council determined that is not something we can assist with.

Ball diamond will possibly be used for younger kids practice. Looking into a whiffle ball program also. Asked permission to use ball diamond and requested the City buy the lime needed for the lines. Council agreed that when the time comes, the City would provide the lime. Councilmember Walon Habben will keep the Council posted on plans.

City Hall will be closed for Memorial Day on Monday, May 29th, 2017.

Next City Council meeting will be on June 14th, 2017 at 6:15pm at City Hall.
