2017 August 16th Meeting Minutes


The Round Lake City Council met in regular session on Wednesday, August 16th, 2017 at 6:15pm at City Hall.

Councilmembers present were: Paul Cunningham, Court Baumgard, Walon Habben, Gary Larson and Mayor Doug Knuth. Also present were: Bruce Bentele, County Commissioner Justin Ahlers, and Clerk Elaine Walker. Derek Nelson was out sick.

Meeting was called to order by Mayor Doug Knuth at 6:15pm.

Additions to the agenda: Approve agenda and additions, Southwest Minnesota Broadband – Roku.

Motion by Baumgard, second by Habben to approve agenda and the additions. All ayes: Carried.

Motion by Larson, second by Habben to approve the minutes from the July 12th meeting.

Motion by Cunningham, second by Larson to approve bills and receipts as presented.

Motion by Larson, second by Baumgard to approve building permit for Douglas Knuth to replace deck on front of the house located at 417 Amy Ave, no fee was charged for this permit, as it was a replacement. All ayes: Carried.

Motion by Habben, second by Baumgard to approve building permit for Robert Lopez to enclose the backyard of the house located at 317 Harrison St. Fence will be dog ear wooden fencing and must be at least 2 feet from the property lines. All ayes: Carried.

Motion by Larson, second by Habben to approve building permit for Lori Olson to remove a section of the fence facing the alley and install a portable shed in the space opening to the alley of the house located at 434 Main St, no fee charged for this as it is not a permanent structure and the fence is. All ayes: Carried.

Motion by Larson, second by Habben to approve building permit for John Kruse to build 30×36 garage replacing the current garage, contingent on the sidewalls not being taller than 10 feet, ensuring the 15 foot maximum height for the garage. All ayes: Carried.

Preliminary budget for 2018 presented to Council, tabled until next month.

Motion by Baumgard, second by Larson to approve the sponsoring of 20 children at the Round Lake – Brewster School with the National Child Safety Council materials. All ayes: Carried.

Mayor Knuth presented information about a possible grant through MnDOT for the repairs needed to Rohrer Street. He has been in discussion with Steve Schnieder, Abraham Algadi is working on preparing the grant paperwork and Bruce Bentele will look into getting bids for the work. Deadline for the applications are based on population and Round Lake’s deadline is December 1, 2017.

Mayor Knuth called a special meeting for August 30th at 6:15pm, to discuss the gas model prepared by the USDI engineer, Anthony Everette, P.E.

Clerk Elaine received a call from a neighboring funeral home inquiring about the fees relating to a disinterment. Motion by Larson, second by Baumgard to add $200 for labor to refill the grave, seed and restore the plot, in addition to the bill from the excavator. Removal of the vault will be done by a vault company. The funeral home will take care of the headstone. All ayes: Carried.

Jeff Markus purchased the building located on 2nd Ave that was the former Metal Crafters building. He talked to Bruce about restoring the 3 phase electrical to the location. Federated will have to do the work due to the high voltage and the Council determined that Jeff will be responsible for paying the bill from Federated to perform the work.

Preliminary research into the City offering loans to homeowners who wish to install the fiber optics to enable Southwest Broadband services to homes that did not get hooked up originally. Council instructed Clerk Elaine to research cost per house.

Nuisance ordinance violations next step is being tabled for now.

Council instructed Clerk Elaine to send a letter to Robert Lopez in reference to the number of vehicles parked on his property located on Rohrer Street. City ordinance dictates the number of vehicles allowed at a residence and where they can be parked on the property.

Special City Council meeting will be held on Wednesday, August 30th at 6:15pm.

The next City Council meeting will be held on Wednesday, September 13th at 6:15pm.

City Hall will be closed for the Labor Day holiday on Monday, September 4th, 2017.
