2017 October 11th Meeting Minutes


The Round Lake City Council met in regular session on Wednesday, October 11th, 2017 at 6:15pm at City Hall.

Councilmembers present were Paul Cunningham, Court Baumgard, Walon Habben, Gary Larson and Mayor Doug Knuth. Also present were Bruce Bentele, Derek Nelson and Clerk Elaine Walker.

Meeting was called to order by Mayor Doug Knuth at 6:15pm.

Additions to the agenda: City Hall building remodel, Annual Pipeline Survey, Ball Diamond and lots around it.

Motion by Baumgard, second by Cunningham to approve the agenda and the additions to the agenda. All ayes: Carried.

Motion by Larson, second by Habben to approve the minutes from the September 13th, 2017 meeting. All ayes: Carried.

Motion by Cunningham, second by Habben to approve bills and receipts as presented. All ayes: Carried.

Bruce Bentele presented a quote for the parking sections of 2nd Avenue and the part of Rohrer Street along the East side of the park that will be added to the grant request for funding. Clerk Elaine will forward information to Abraham Algadi to put it with the grant request application he is working on for the City.

Water Treatment plant building has missing shingles on the roof. Council approved Bruce gathering bids to put steel on the roof instead of shingles.

Clerk Elaine talked about Insured Cash Sweep program being offered by the United Prairie Bank. It will automatically sweep money from the City’s accounts to outside banks when we are over the insured threshold and make sure we are always 100% insured. Our money will be better protected than the method that is used currently. Motion by Baumgard, second by Cunningham to go ahead with the process of getting Round Lake on this program. All ayes: Carried.

Motion by Larson, second by Cunningham to approve the purchase of a new paper folding machine. All ayes: Carried.

Motion by Habben, second by Larson to approve the credit of account for Joe & Dawn Isder for high usage of water, during the time they were at the campground and house was vacant, due to a faulty water softener. All ayes: Carried.

Motion by Cunningham, second by Baumgard to approve building permit for Cody Dean to install a temporary chain link fence in the backyard until able to install a more permanent one. All ayes: Carried.

Building permit for James Feltman was tabled as he did not get application back to City prior to the meeting.

Resolution 2017-10-11, Resolution Authorizing Past Due Utilities Balances to be assessed to Property Tax Statements, Including Mowing Charges. Motion by Habben, second by Larson. All ayes: Carried.

Motion by Larson, second by Baumgard to approve the new fee schedule for dog tags to be as follows, Jan 1 to before March 1 = $2.00, March 1 – before June 1 = $10.00 and any time after June 1 = $25.00. Fee schedule will be updated on 2018 Fee Schedule. All ayes: Carried.

Jesse Drost won the bid to tear down the old café for the county. Demolition will start sometime after harvest, according to Tom Johnson. Weather permitting as usual.

Motion by Habben, second by Larson to approve liquor license fees for 2018. All ayes: Carried.

Motion by Cunningham, second by Baumgard to approve renewal of Blue Cross Blue Shield medical insurance for employees. All ayes: Carried.

Southwest Minnesota Broadband Services are moving forward with research on the Roku box. Talking about training sessions for new users when the time comes. Possibly hold sessions at City Hall.

Confusion over the Ball Diamond parcel 28-0303-000. Motion by Habben, second by Baumgard to have it surveyed, as well as the parcel 28-0315-800 that Nobles County believes to be owned by the City of Round Lake. All ayes: Carried.

Walker Custom Siding, Inc is doing the remodel for City Hall and the contract states ½ payment when job starts, materials were ordered last week. Clerk Elaine was given permission to issue ½ payment. Still on the schedule to do the work this fall, as weather permits.

Derek agreed to do the Annual Pipeline Survey for the City.

October 31st Halloween Trick-or-Treating will be from 6:00-8:00pm.

Daylight Savings time ends Sunday, November 5th at 2:00am, don’t forget to fall back and set your clocks back one hour.

The next Council meeting will be on Wednesday, November 8th, 2017 at 6:15pm at City Hall.

City Hall will be closed on Friday, November 10th to observe the Veterans’ Day holiday.

Motion by Habben, second by Larson to adjourn. All ayes: Carried.
