2019 June 12th minutes


The Round Lake City Council met in regular session on Wednesday, June 12th, 2019 at 6:15pm at City Hall.

Councilmembers present were Paul Cunningham, Jennifer Rehnelt, Walon Habben and Mayor Douglas Knuth. Councilmember Gary Larson was absent. Others present were Reinerd Bosma, Becky Strandberg, Brent Kavitz – SEH, Scott Ellenbecker & Diane Larson – Round Lake Vineyards & Winery, Mike Smith, Linda Koning, Martin Waage, Dennis Johnson – Wenck, Bruce Bentele, Derek Nelson and Clerk Elaine Walker.

Meeting was called to order at 6:15pm by Mayor Douglas Knuth.

Additions to the agenda: Reinerd Bosma – wants to annex 40 acres from City of Round Lake city limits, Round Lake Pit Stop – high water usage, New Fashion Pork – block off Rohrer St during open house.

Motion by Habben, second by Cunningham to approve the agenda and the additions to the agenda. All ayes: Carried. Motion by Habben, second by Cunningham to approve the May 8th, 2019 minutes. All ayes: Carried.

Motion by Cunningham, second by Rehnelt to approve paying bills and receipts as presented. All ayes: Carried.

1 Day to 4 Day Temporary On-Sale Liquor License – Becky Strandberg representing The Greater Round Lake Community Center will be having a dinner theater presentation of “Nanna’s Naughty Nickers” and would like to serve wine from the Round Lake Vineyards & Winery on July 13, 2019. Motion by Habben, second by Rehnelt to approve the temporary license for July 13, 2019. All ayes: Carried.

Mike Smith – Complained about water runoff from Mike Walker’s garage addition. Council asked if he’d contacted him with his concerns and he had not. Council asked Clerk Elaine to have Mike Walker give the Council an outline of his plan for drainage of roof runoff at the July 10th, meeting.

Dennis Bucholz – someone turned his outside faucet on without him realizing it. He had high usage and is asking for adjustment to his bill. Motion by Rehnelt, second by Habben to approve Clerk Elaine permission to adjust using average plus cost of overage. All ayes: Carried.

Resolution No. 2019-06-12(2) – Resolution Accepting Donation Received for Cemetery – Margaret Schroeder. Motion by Rehnelt, second by Cunningham to accept the donation of $50 for the cemetery fund. All ayes: Carried.

Resolution no. 2019-06-12(3) – Resolution for City to make contribution annually to Fire Relief Association in the amount of $5,000.00. Originally approved on February 23, 2004 at the City Council meeting. (Average of $100/fire fighter) Motion by Habben, second by Cunningham to approve. All ayes: Carried.

SEH proposal to provide professional services to the City of Round Lake regarding the City of Round Lake’s Waste Water Treatment Plant. Motion by Habben, second by Cunningham to approve the proposal for professional services. All ayes: Carried.

Brent Kavitz, representative for SEH, presented brief summary of our current waste water treatment plant test results and information they gathered regarding our capacity to take on more connections at this time, as outlined in the memo they sent to the Council.

Round Lake Vineyards & Winery – Scott Ellenbecker, Diane Larson & Dennis Johnson, Wenck– presented information gathered, with figures of the inflow that would come from the winery, event center, hotel, restaurant they are planning to build. They are requesting an extension to hook up to the Round Lake Waste Water Treatment plant.

Mayor Knuth called Special Meeting for June 18th, 2019 at 6:00pm at City Hall, if schedules permit, to discuss the extension request. Tabled at this time.

Pop cans have raised $1,851.30 over the past 5 years. Mayor Doug would like to put something new in the park. Clerk Elaine was told to look into possible equipment options for July meeting.

Council reviewed the Natural Gas Safety information, provided to them by Derek Nelson, Round Lake Gas Supervisor, and signed the form saying they’ve seen the information.

Resolution No. 2019-06-12 – A Resolution Defining the Meter Charge for Utilities. Motion by Habben, second by Rehnelt. All ayes: Carried.

Reviewed proposals for overhead door openers for the fire hall and building shared by the City and fire department. Motion by Habben, second by Rehnelt to accept the proposal from Z Doormen for $6,130.00 with a 5% discount totaling $5,823.50. Proposal includes 4 openers with remotes and 1 keypad entry for fire hall, with 2 openers with remotes and 1 keypad entry for the other building. All ayes: Carried.

DWS investment that is held as a house account has no local representative to handle this account for the City. Motion by Habben, second by Cunningham to redeem all shares and put that money in the investment account held by the City at United Prairie Financial Network with Kelly Meyer. All ayes: Carried.

Reinerd Bosma – Informed the Council that he wants to have 40 acres annexed from the City limits. Tabled at this time and will be on July 10th agenda.

The Round Lake Pit Stop – had a toilet that stuck and they have replaced it. Asking Council for adjustment to high water usage. Clerk Elaine was instructed to give average plus cost adjustment for high water usage. Motion by Habben, second by Rehnelt to give this adjustment to the bill. All ayes: Carried.

New Fashion Pork will be having their Open House on Friday, June 28th from 4-7:00pm and they would like to have permission to block off Rohrer Street from 2-8pm, to accommodate the people coming to tour the new feed mill and walk across the street to enjoy pork chops on a stick, to celebrate the completion of their project. Motion by Cunningham, second by Rehnelt to approve this request. All ayes: Carried.

Bruce Bentele – Monday, June 17th Nobles County will be having the public hearing for the Ditch #24 project. Bruce and Derek plan to attend.

Derek Nelson – Computer Lodge will be installing Clerk Elaine’s new computer and the new billing computer on July 8th. Itron update will be installed after the new computers are up and running, possibly July 9th. – Greater Round Lake Community Center requested a new gas line from the gym area, but Derek is working with them to use the current meter set and additional access from that point instead. They are discussing options with their contractor at this time.

Clerk Elaine informed the Council that the ordinance committee is ready to have the Council look at the proposed changes to the Zoning Ordinance and Building Code.

Mayor Doug called a Special Meeting for Wednesday, June 19th, 2019 at 6:00pm to discuss these changes. Southwest Minnesota Broadband Services – The audit for 2018 will be available at the next meeting. Clerk Elaine was instructed to contact Travis at SMBS for pricing to hookup houses that do not have it installed at this time.

Federated Rural Electric – legislative picnic is Tuesday, June 25, 2019, invitation open to the members of the Council and their spouses. RSVP is required, by June 17th.

New Fashion Pork Open House – Friday, June 28th, 2019 at 4-7pm. This is open to the public.

City Hall will be closed Thursday, July 4th, 2019 for the holiday.

July Council Meeting will be Wednesday, July 10th, 2019 at 6:15pm.

Motion by Rehnelt, second by Cunningham to adjourn. All ayes: Carried. Meeting was adjourned at 9:20pm.
