April 13th, 2016 Council Meeting Minutes


The Round Lake City Council met in regular session on Wednesday, April 13th, 2016 at 6:15pm. Council Members present were: Walon Habben, Court Baumgard, Dennis Bucholz, Gary Larson and Mayor Doug Knuth. Others present were: Scott Ellenbecker & Diane Larson from the Round Lake Vineyards & Winery, LLC, Mary Echternach, Abraham Algadi from Worthington Regional Economic Development Corporation, Bruce Bentele, Neil Robinson, Kurt Lintelman, Keith Stubbe and Clerk Elaine Walker.

Meeting called to order by Mayor Knuth at 6:17pm.

Additions to the agenda: Southwest Minnesota Broadband, cell tower research, error on Knuth and Baumgard payment for March. Motion by Habben, second by Bucholz to approve agenda and additions. All Ayes: Carried.

Motion by Larson, second by Bucholz to approve the minutes from March 10th, 2016 meeting. All ayes: Carried.

Motion by Habben, second by Bucholz to approve the bills as presented – Check #19374 thru #19406 and $624.13 to Minnesota Revenue for March Withholding Tax, $3,811.66 to EFTPS for March Employer Tax, $2,233.74 to PERA for March payment, $490.00 to Minnesota Revenue for March Sales Tax for the Liquor Store, $328.00 to Minnesota Revenue for the March Sales Tax for the Pit Stop and $3,816.00 to Minnesota Revenue for the March Sales Tax for the City (all filed electronically). All ayes: Carried.

Bruce Bentele stated that Worthington Container, Incorporated donated four barrels on 3/16/16 for the City to use as garbage containers in the park and around town. The elevator needs an addition to the hydrant on their property to be able to fill the sprayers. The Elevator agrees to pay the cost of this addition. Motion by Larson to approve the purchase of the necessary part with the agreement that the Elevator will cover the cost, second by Habben. All ayes: Carried.

Derek Nelson – was not present. Memo provided by Derek regarding the need for a new backup system for the City office. The current backup system is reaching capacity and he would like to purchase the necessary equipment to give the City added security and space for the regular backups. The new system would do it automatically rather than manually like he has been doing. Total cost would be around $380 for the new equipment. Motion by Larson to approve the purchase of this equipment, second by Habben. All ayes: Carried.

Sam Mandolfo – stopped in City Hall to ask about putting a Verizon cell tower up, Council discussed need for cell tower ordinance. Tabled.

Motion by Bucholz, second by Baumgard to pay Sandy Consoer for the hearings and mileage to meetings pertaining to it. $50 + mileage at $.54/mile. All ayes: Carried.

Neil Robinson – Would like to use the ball diamonds for T-Ball this summer. It will take place on Saturdays through June from 9-10:30am. He has spent his own money on equipment for the ball diamond and the City agreed to reimburse him. His total expenses come to $131. Motion by Bucholz, second by Baumgard to pay him the $131 reimbursement. All ayes: Carried.

Scott Ellenbecker – Asked the Council if he could have chillers installed in the space that he is currently leasing in the Pit Stop building. The empty bottles that are being stored there will soon become full of wine. The cost of the project is around $15,664 and he wanted to make sure it was approved before moving forward. Motion by Habben, second by Baumgard that the Round Lake Vineyards & Winery, LLC would cover the expense of this installation and it would remain their property upon vacating the space. Bruce Bentele will be installing a separate meter for this area due to the increased use of power and this added expense will be billed to the Winery.

Abraham Algadi – presented information about the Worthington Regional Economic Development Corporation. He told Clerk Elaine Walker to contact him about the cell towers, he may have information that can help with that.

Mike Walker – Building permit to build deck on front of house on Harrison Street. Motion by Bucholz, second by Larson to approve the permit. All ayes: Carried.

Board of Review was held Tuesday, April 26th, 2016 at City Hall.

Next City Council meeting was set for Wednesday, May 18th, 2016.

Motion by Habben, second by Bucholz to adjourn meeting. All ayes: Carried.
