July 13th, 2016 Council Meeting Minutes


The Round Lake City Council met in regular session on Wednesday, July 13th, 2016 at 6:15pm. Council Members present were: Walon Habben, Gary Larson, Court Baumgard and Mayor Doug Knuth. Others present were: Bruce Bentele, Derek Nelson, Mike Smith, Dennis Rick, Keith Stubbe, Marv Zylstra and Clerk Elaine Walker.

Meeting was called to order by Mayor Knuth at 6:15pm.

Additions to the agenda: Surplus equipment bids, Nuisance ordinance update and Election Judge pay rate. Motion by Baumgard, second by Larson to approve the agenda and additions to the agenda. All ayes: Carried.

Motion by Larson, second by Habben to approve the minutes from the June 8th and June 10th meetings. All ayes: Carried.

Motion by Baumgard, second by Larson to approve bills as presented – Check #19588 thru 19669 and $519.94 to Minnesota Revenue for June withholding Tax, $3,242.36 to EFTPS for June Employer Tax, $2,052.73 to PERA for June payment, $391.00 to Minnesota Revenue for June Sales Tax for the Liquor Store, $195.00 to Minnesota Revenue for June Sales Tax for the Pit Stop and $3,424.00 to Minnesota Revenue for June Sales Tax for the City (all filed electronically). All ayes: Carried.

Bruce Bentele – Harrison Street has a hole by the storm sewer that he is keeping an eye on, he’s fixed it and will make sure that it’s working correctly and if not, will have to do something else. The ditch on 6th Avenue has a problem that needs fixing, he asked the council if that is the City’s responsibility or the homeowner. There appears to be a culvert that has issues. Motion by Baumgard, second by Larson to go ahead and fix the problem. A cement slab should remedy the situation. All ayes: Carried.

Dennis Rick – Presented the 2015 City Audit Report. He discussed any questions that the Council had regarding the figures. Motion by Larson, second by Baumgard to approve the audit for 2015 as presented. All ayes: Carried.

Marv Zylstra – touched base with the council to see if there are any projects in the works. Nothing new on his end in the area.

Motion by Baumgard, second by Habben to approve building permit for Mike Walker to build 8’ privacy fence in the backyard of 190 1st Ave, if guidelines in the City code are followed. All ayes: Carried.

Mayor Knuth updated council on the Southwest Broadband meeting. The East Side Acres campground is going to get broadband installed. Not sure if they are going to offer it to the guests or not, but it will be available in the store area.

Motion by Baumgard, second by Habben to approve the reinvestment of the two cd’s $99k with Post Oak Bank that matured 6/30/10 going to CIT Bank, CA/UT and $100k with Royal Business Bank that matured 7/5/16 staying at Royal Business Bank. Both are earning .80% and renewed for 11 months and 12 months, respectively. All ayes: Carried.

Motion by Habben, second by Larson to approve the listing agreement for the bank building with Ned Jones as the realtor. $60,000 asking price, his commission will be 5% and the length of time that he has to sell the building is 90 days. All ayes: Carried.

Motion by Larson, second by Baumgard to approve the Resolution No. 2016-07-13 (2) Setting a Public Hearing on a Vacation for Railroad Avenue by Round Lake Pit Stop. All ayes: Carried.

Motion by Baumgard, second by Habben to approve the purchase agreement to buy Keith Tordsen’s building on Main Street. All ayes: Carried.

Motion by Larson, second by Baumgard to approve Resolution No. 2016-07-13 Authorizing the Mayor and Clerk to execute the purchase agreement as between Keith Tordsen and the City of Round Lake to purchase real estate. All ayes: Carried.

Received approval for loan through Federated for Fire Truck. Mike Smith was in to talk to council about the price quotes received for the new fire truck. More discussion will be done on this topic.

Community Club made donation to the T-Ball program and Neil Robinson purchased equipment to take care of the ballfield.

Council advised Bruce Bentele, Derek Nelson and Clerk Elaine Walker to gather information on the surplus equipment and create flyers to distribute in surrounding towns to request bids. Council Member Habben agreed to create the flyers, once the information was gathered and to post online ads to help promote the equipment for sale.

Council inquired about the Nuisance Ordinance residents who requested extra time, have they completed the improvements necessary to be in compliance? Clerk Elaine Walker will give an update at the next meeting.

Election Judge pay rate was discussed. Clerk Elaine Walker was instructed to survey surrounding towns to determine what they will pay for the 2016 election season. Previously it was minimum wage, $7.50 in 2014.

Council Member Larson, on behalf of the Fire Department, told Bruce and Derek to go ahead and use the wood that was in storage from the street dance for the City Works Department if needed.

Next council meeting will be on Wednesday, August 10th, 2016 at 6:15pm, as well as the hearing to vacate a section of Railroad Avenue.

Motion by Habben to adjourn, second by Larson. All ayes: Carried.
