October 12th, 2016 Meeting Minutes


The Round Lake City Council met for a regular council meeting on Wednesday, October 12th, 2016 at City Hall. Council members present were: Dennis Bucholz, Court Baumgard, Walon Habben, Gary Larson and Mayor Doug Knuth. Others present were: Kurt Lintelman, Bruce Bentele, Derek Nelson and Clerk Elaine Walker.

Meeting was called to order at 6:19pm by Mayor Knuth.

Additions to the Agenda: Correction to State Aid, 2016. Community Center keys, bank building update, snow removal request. Motion by Baumgard, second by Habben to approve the agenda and additions to the agenda. All ayes: Carried.

Motion by Bucholz, second by Larson to approve the bills as presented – Check #19777 thru #19834 and $407.52 to Minnesota Revenue for September withholding tax, $2,464.04 to EFTPS for September Employer tax, $1,440.08 to PERA for September payment, $3,119.00 for September Sales Tax for the City (all filed electronically). All ayes: Carried.

Bruce Bentele – Requested a backup camera for the skid loader, council approved purchase. Council instructed Bruce to check with Shine Bros to see what they would give us for the sweeper. Then check with Brad Strandberg to see if he is still interested in it or Pat Riley before taking it to Shine Bros for scrap.

Derek Nelson – Gas regulators are repaired.

October 1st deadline for Nuisance Ordinance, Dennis Bucholz gave update on status of properties. Clerk Elaine Walker was instructed to send another letter to one resident that needs to keep working on the issues. Two residents that were given an extended deadline have shown no attempt to change condition of the property. Council instructed Clerk Elaine Walker to contact Mark Shepherd regarding the next step in the process.

Motion by Habben, second by Bucholz to purchase new Copier/Fax/Printer/Scanner combo from One Solution for $2,207.00 in 3 monthly payments, with the service agreement at the price quoted as well. All ayes: Carried.

James Obermoller – Building permit to put up garage – denied, based on the gas line easement.

2016 Fire Relief Association State Aid amount announced.

GovPayNet – Clerk Elaine requested getting electronic payment capabilities through GovPayNet, at no cost to the City. Motion by Bucholz, second by Habben to get setup with GovPayNet. All ayes: Carried.

Motion by Baumgard, second by Larson to approve transfer of $50,000 from Electric fund to the City’s General fund. All ayes: Carried.

Café Building on Main Street – Registered letter sent to Brian & Rebecca Beaner to fix or demolish by October 15th, 2016. Ballpark quotes to demo building came in at $40k – $65K, depending on unforeseen circumstances. Motion by Baumgard, second by Habben to have City board up the windows and secure building, after October 15th, to prevent children or rodents entry to the building. All ayes: Carried.

MCFOA Training in Winnebago, MN – Motion by Habben, second by Bucholz to give Bruce Bentele and Elaine Walker permission to attend the training on November 17th, 2016.

Ned Jones has an interested party looking at the bank building. May want to lease, but also looking at buying.

Round Lake Pit Stop asked if City would do snow removal. Council denied request based on liability issues.

Becky Strandberg requested keys at City Hall for the Round Lake Community Center, so they will be available to residents in her absence. Council approved, Clerk Elaine Walker, to collect money and distribute keys as needed.

Elections will be held at City Hall on Tuesday, November 8th, from 7:00am – 8:00pm.

The next Council Meeting will be Wednesday, November 9th, 2016 at 6:15pm.

Motion by Habben, second by Larson to adjourn meeting. Meeting was adjourned at 8:12pm.
