February 9, 2016 City Council Meeting Minutes


The Round Lake City Council met in regular session on Thursday, February 9, 2016 at 6:15pm at City Hall. Council members present were: Walon Habben, Court Baumgard, Dennis Bucholz and Mayor Doug Knuth. Council member, Gary Larson was absent. Others present were, Linda Koning, Keith Stubbe, Bruce Bentele, Derek Nelson, Lexi Meyer and Clerk Elaine Walker.

Meeting called to order by Mayor Knuth at 6:15pm.

Additions to the agenda: Red car on 1st Avenue, Sandy’s February pay and insurance coverage. Verizon cell booster and Sandy’s retirement party.

Motion by Bucholz, second by Baumgard to approve the agenda. All ayes: Carried.

Motion by Bucholz, second by Habben to approve the minutes from January 7, 2016 regular council meeting. All ayes: Carried.

Motion by Baumgard, second by Habben to approve the bills as presented – Check #19210 thru Check #19245 and $686.32 to Minnesota Revenue for January Withholding Tax, $4,228.01 to EFTPS for January Employer Tax, $2,537.87 to PERA for January payment, $542.00 to Minnesota Revenue for January Sales Tax for the Liquor Store, $338.00 to Minnesota Revenue for January Sales Tax for the Pit Stop and $4,281.00 to Minnesota Revenue for January Sales Tax for the City (all filed electronically). All Ayes: Carried.

Lexi was present. The ATM at the Pit Stop needs to be updated. October 2016 is the date when the card reader will no longer be covered for fraud. The new debit cards are all chip cards and this machine is not updated to handle the technology.

Bruce was present. Sold snow plow. He will be attending water school at the end of the month.

Derek was present. Northern Natural Gas refunded $4,867.33 for the cost of the new gas meter. He will be attending water school the week after Bruce. He will be attending gas school in April.

Elaine was present. She will be attending a training at the end of Feb – council meeting procedures.

Council approved closing City Hall at 2:00pm on February 19th for Sandy’s retirement party.

Deputy Mike Shei was present. He was in town for dog complaint. He will mention the red car parked on 1st Avenue, as it is the same household.

Council member, Baumgard mentioned there is talk that Verizon wants to put a cell booster in Round Lake. He will research more on that subject.

Motion by Habben, second by Baumgard to approve Off Sale Liquor License – $100.00. All ayes: Carried

Motion by Bucholz, second by Habben to approve 2016 Fee Schedule. All ayes: Carried

Motion to approve Representatives to SW MN Broadband – 2016 was tabled.

Land Detachment Ordinance – Second Reading.

Motion by Baumgard, second by Bucholz to close Small Cities Program and transfer $630.00 to General Fund as suggested by auditor – Andrea. All ayes: Carried

City Hall will be closed Monday, February 15th – President’s Day.

The next council meeting was set for March 10th, 2016 at 5:15pm and will be a closed meeting for the salary/ performance reviews. Regular council meeting will follow at 6:15pm at City Hall.

Motion by Habben, second by Bucholz to adjourn the meeting. All ayes: Carried.
