March 10th, 2016 Closed Meeting for Performance Reviews and Regular Council Meeting Minutes


The Round Lake City Council met in closed session on Thursday, March 10th, 2016 at 5:30pm for performance reviews of the city employees. Council members present were: Walon Habben, Court Baumgard, Dennis Bucholz, Gary Larson and Mayor Doug Knuth. Others present individually were, Bruce Bentele, Derek Nelson, Clerk Elaine Walker and Lexi Meyer.

Mayor Closed meeting at 5:27pm and council met with each employee individually to discuss performance and agreed to 2.5% increase for all full-time and part-time employees effective January 1, 2016. Motion by Bucholz, second by Larson to approve pay increase. All ayes: Carried.

Special consideration was given to Elaine Walker as her 6 month anniversary is April 1, 2016. Motion by Habben, second by Baumgard to increase her wage to meet industry standards for the clerk/treasurer position effective April 1, 2016. All ayes: Carried.

Mayor opened meeting at 6:00pm.

The Round Lake City Council met in regular session on Thursday, March 10th, 2016 at 6:15pm at City Hall. Council members present were: Walon Habben, Court Baumgard, Dennis Bucholz, Gary Larson and Mayor Doug Knuth. Others present were, Bruce Bentele, Jerry & Eric from Schaap Sanitation, Diane Larson, Scott & Jenny Ellenbecker from the Round Lake Vineyards & Winery, LLC, Keith Stubbe and Clerk Elaine Walker.

Meeting called to order by Mayor Knuth at 6:15pm.

Additions to the agenda: Bio Science Conference. Mayor Knuth would like to attend. Motion by Baumgard, second by Bucholz to approve. All ayes: Carried.

Motion by Bucholz, second by Habben to approve the agenda. All ayes: Carried.

Motion by Bucholz, second by Baumgard to approve the minutes from February 9, 2016 meeting. All ayes: Carried.

Motion by Larson, second by Bucholz to approve the bills as presented – Check #19286 thru #19326 and $709.02 to Minnesota Revenue for February Withholding Tax, $4,326.98 to EFTPS for February Employer Tax, $2,516.76 to PERA for February payment, $542.00 to Minnesota Revenue for February Sales Tax for the Liquor Store, $338.00 to Minnesota Revenue for February Sales Tax for the Pit Stop and $4,281.00 to Minnesota Revenue for February Sales Tax for the City (all filed electronically). All ayes: Carried.

Motion by Baumgard, second by Bucholz to approve the lease agreement for Round Lake Vineyards & Winery, LLC to rent space in the Pit Stop building. Ayes: Baumgard, Bucholz, Habben and Mayor Knuth, Larson abstained. Carried.

Keith Stubbe requested he remain the alternate Round Lake representative to the Southwest Minnesota Broadband Services.

Motion by Larson, second by Bucholz to approve Representatives to Southwest Minnesota Broadband Services 2016 according to Resolution 2015-11-10. Ayes: Larson, Bucholz, Baumgard and Mayor Knuth. Nays, Habben. Carried.

Motion by Larson, second by Baumgard to approve Land Detachment Ordinance. All ayes: Carried.

Jerry and Eric from Schaap Sanitation presented Five Year Contract Renewal for the Garbage and rear load Spring Clean-Up proposal. Motion by Habben, second by Larson to accept proposal and contract as presented. All ayes: Carried.

Motion by Bucholz, second by Habben to approve building permit for Tarah Bomgaars to build 2 stall garage. All ayes: Carried.

Motion by Larson, second by Bucholz to approve building permit for Mike Walker to add cold storage to existing building on Railroad Avenue. All ayes: Carried.

Motion by Bucholz, second by Habben to remove Sandy Consoer as Deputy Clerk. All ayes: Carried.

Motion by Habben, second by Baumgard to approve 5 year natural gas forward contracting as presented by memo from Derek Nelson. All ayes: Carried.

Scott and Jenny Ellenbecker with Diane Larson informed the council the need for storage will be arriving soon. They indicated the Round Lake Vineyard & Winery, LLC would need access to the space at the Pit Stop mostly during business hours. Bruce Bentele will be available to move the fire truck when necessary.

The next council meeting was set for April 13, 2016 with Special Council Meeting and Public Nuisance Hearings starting at 5:15pm and regular Council Meeting to follow at 6:15pm.

Board of Review will be Tuesday, April 26, 2016 at 9:00am at City Hall.

Council requested the clerk put the council meeting on the sign at the Pit Stop and post the minutes after they have been approved on the City’s website.

Council requested the clerk put notice in the newsletter that the Fire Department is looking for members and list the benefits of being a member.

Motion by Habben, second by Larson to adjourn the meeting. All ayes: Carried.
